Actually, they do swim quite well. I have seen them up to their necks in ice covered water and swimming with a huge fish for 50 yards or more, then lunge up onto the ice and bring the fish with them. I think it more depends on how long they are in the water. Too long, and the feathers lose their oil and they become waterlogged. Feathers are hollow, and full of air, so they help float the bird until they get soggy. This guy looks like he was in too long though.

Did they do any treatment on the Eagle or did it fly off eventually after drying off?

I hope Sam doesn't mind me answering the question. A rehab person showed up once the wildlife biologist had the Eagle in a room. They examined him, placed him outside in a secluded area of the Gardens to dry off and tried to release him around 3pm today. He wouldn't take flight so they decided to keep him overnight, let a vet check him tomorrow and hopefully release him tomorrow.
