My suspicion is that he used a filter called Motion Blur and set it to a large number of pixels at 90 degrees but let's hear what he has to say.

In PS I use motion blur, but that wont get it to the top/bottom edges, you need to make copies on other layers to extend and use masks. Then layers/masks to get correct level of brightness. Hope that helps
