Any clue as to how to get this style of color?

I've never been able to achieve that. I would love to know how.

hmmm....im no expert but

1) pic looks to have been taken underexposed...maybe 1 stop under
2) looks like some strobe was used and maybe a lil dodge and burn on the subject
3) some sort of contrast increasing step...very obvious in the concrete
4) saturation increased a bit on reds and blues
5) a vignette added - maybe some gradient on the sky

im no PS expert, im just basing the items on my perception of the pic

Maybe underexpose ambient a bit (not much: 1/100; f/18 at ISO 200 is about correct for the sunlit background ;)), expose subject (which is in the shade) with flash, decrease saturation, increase vibrance, add vignette in LR.
