The locality might require a permit for commercial photography in the municipal parks. Permits are required for commercial photography in federal parks.

Most zoos want you to have written permission from them if you use the images commercially, otherwise for personal use they say "shoot away!".
I was in a Florida State Park and they wanted us to pay a fee to shoot in their state park. We said that we're just shooting for personal reasons. They said, "Sorry you'll need to pay $50 or whatever to shoot since you have serious professional equipment."

Wow, that's pretty picky. All the National Parks I've been to out here in Colorado are much more laid back. The rangers will ask 'Getting any good shots?' I've had a couple ask if we wanted them to take a shot of all of us together. Some will even tell you if they saw something interesting close by. You must have caught someone on a bad day to actually approach you and demand money.

Still photographers require a permit when

1. the activity takes place at location(s) where or when members of the public are generally not allowed; or

2. the activity uses model(s), sets(s), or prop(s) that are not a part of the location’s natural or cultural resources or administrative facilities; or

3. Park would incur additional administrative costs to monitor the activity.

As in all cases of "permit required," you can get away with it as long as an observing gendarme can't tell you're doing it commercially.

You'd have to ask your town that question. How can anyone here possibly know anything about your town's regulations?

You may get some mixed reactions unless you ask the parents before taking the pictures.

I think he might have misundertood your question. If you posed it the way you did here, he may think you want to take and sell photos in the park.

This... is reasonable. You're not really needing a permit for taking photos, you're needing a permit for any extra hassle imposed on others. This also allows them to be aware of such impositions and manage them accordingly.

If no extra hassle imposed on others is involved, then IMO, there should be no permit necessary at any public-owned park or facility. (Barring legitimate secret sites such as certain restricted military bases, etc.)

ETA: The definition of "imposition" could be determined on a case-by-case basis. A tripod at Times Square would hinder others. A tripod in the wilderness in a Montana park would not. For example.
