Something about minimum posts and/or minimum time on the forum. What is the rule now? I'm trying to PM someone to ask them to stop bumping 1 year old+ threads, but they cannot (or decided not to) receive PMs.

You should have no problem sending pm's. If you like to test you can send a pm to me. It is more likely that the member in question have chosen not to receive pm's. Marketplace 30/30 or 15/15 type limitations to sending PM will be done, though they are not yet in place. Some people refuse PM's, and they have right to do so, as long as there is such an option available. The Forum Boss, El General Moderator
