First time I tried to use photoshop to enhance a portrait. I will put the after and before picture up. Please let me know your thoughts on how I can improve it.

I am assuming the after pic is first. It has a little greenish tint to it, other than that it looks good.

white balance is off,a little makeup on her lips would of been great for color,like the expression a little bit bokeh is also nice

Yes it's a bit green, and you can crop the very bright portion in the background on the left out. That is dominating the picture instead of your subject.

I like the subtle amount of smoothing, not way over the top like most here, and how you have lifted her face out of the background, but the skin colour looks a little blotchy - the hardest part to get right.
