Great shot, is this HDR?

Nice composition and subject matter.
I think the right side is slightly higher than the left (you can check this by using the archway in the middle to see if its verticals are vertical enough - same thing with the pylons; then again, if you aimed the camera tilting up, it's a little bit more complicated but generally, the vertical lines near the center of the frame should remain vertical regardless of camera tilt).
You may also want to crop all four edges slightly so that lens vignetting is removed but without touching the water's edge and composition slightly tighter.

The silhouetted seated figures towards the left bottom are very effective.

If it's in focus, it's pornography, if it's out of focus, it's art.

Thanks - no HDR. The only thing I did was change the WB to Tungsten. First try at night/monument photography.

I love the colors you were able to get and the silhouettes of visitors are pretty neat.

Having taken a bunch of shots from the same location, if you take another shot at it I encourage you to take some time and really enjoy the different angles and views. If you can go at sunset it's really something special. The sun sets over the Lincoln Memorial.

The water fountains are a really nice tight shot with the lighting.

If you move about 30 yards to the right from where you shot, there is a beautiful shot of the fountains and the WWII wall of stars with the Lincoln Memorial as a backdrop. If you use your 70-200 with a tripod, the compression at 200mm creates an effect like they are almost next to one another.
