In Photoshop use the image processor (file -> scripts), set the maximum size to 700 in both dimensions, and it will resize all images so the longest side is 700 pixels correctly keeping the aspect ratio. My approach is to set a size in pixels -- that way my images come out fit for where I want to put them. A percentage will still depend on the original size and so may or may not fit. No, I don't use a program that does a percentage resize, can't help you there, but you may consider the idea that a percentage is not your most efficient approach when setting a pixel size will get all your images to fit in the desired "window" in one sweep.
