I just bought a used 17-50 Tamron non VC recently, when inspecting the lens at 17mm and lowest focus distance I can see that the two lens inside touching each other. I could also some of the protective coat on the lenses in the center had been scratched/rubbed off from the two lenses touching. Is it normal for a lens to do this? will it affects the IQ?

Are you sure they're touching? What does the "missing protective coat" bit look like exactly? Maybe the lenses aren't actually touching, and maybe there's fungus there or something.

Being used you can't assume anything. For all you know it has been dropped and DIY repaired (poorly).
