I'm assuming he is quite young, and a *well-feed* adolescent yellow-finch. He was not bothered in the slightest that I popped my head out on my deck and took the picture...

But conjuntivitis is a lung disease that shows in other parts of their bodies. You can Google goldfinch eye disease to find out more. They really get hit hard by the disease, which can spread to other birds to from infected feeders. It's just very unusual for these guys to fall asleep out in the open like this. Hopefully he is OK.
