What is the difference between a proof book and a photo book?

Curious as to how much should be charged for a photo book that contains all 40 images from the shoot.

Both terms are flexible, though a proof book is probably lower quality and the photos might not be finished.

The price depends on the subject, if they paid a sitting fee, wedding fee, time it took to design, etc. A proof book might be $100. A book of one image per page portrait images could be $2000. A creatively designed wedding book might be $1000 (since they already paid a significant shoot fee but it takes a long time to design). You could charge cost + $50/hr design fee.

My last wedding book sold for $1400, but I don't do them any more because they're not robust enough. For proper albums i've charged up to $6000 not including coverage - they're pretty substantial albums though, not books.

Many people underprice their time and skill.
