IMO, yes. Most might agree that convention says to drag the shutter just enough to allow the water to still be jumping around a bit, as if the photograph is making rushing water sounds. Too long a shutter and the water makes no "sound" at all. Think of the appearance of glass or plastic -- not as interesting.
