IMO, yes. Most might agree that convention says to drag the shutter just enough to allow the water to still be jumping around a bit, as if the photograph is making rushing water sounds. Too long a shutter and the water makes no "sound" at all. Think of the appearance of glass or plastic -- not as interesting.

I agree. This is too far removed from reality, it's like milk instead of water in a stream. But many people like it that way.

Showing the motion of my water, without showing the motion of my water, so to speak.

Lubos I'm one that likes it more natural. I normally don't comment on such as I fully appreciate its a personal preference.

It's all personal preference of course, although in this case I'd say a little too long. I tend to have the shutter between 1/4 second and a couple of seconds for my water shots. Under a second and the water is blurred but has a little texture to it. The really slow shutter speed can give the picture a sort of otherworldly look, that can work in some settings.
