My waterfall shots are usually 1-3 second exposures, depending on lighting. But generally the longer the exposure, the brighter/whiter the water becomes. You'll need a sturdy tripod and, ideally, a cable/remote shutter release. I use a CPL to eliminate reflections in the stream or pools of water.
