Does anyone want to throw up a tutorial on how to accomplish this? I have a few spots I can get some shots like this but am not sure of the technique.

Do you mean just blurring moving water? It's remarkably simple just put your camera on a tripod and do whatever it takes to get an exposure from 1/2 to 10 secomds depending on the effect you want and fhe speed of the water. Working in low light helps, but you probably want a nuetral density filter to get your exposures in that range without resorting to f22 or iso 50.

the ND filter is what I am unsure of does one need an expensive filter kit? I guess I could go out late in the day.

You can buy inexpensive filters, like any other tool you budget for your interest level. I started with a 4 stop rocketfish from best buy and it was okay. Any glass in front of the lens degrades the image to a degree but the expensive filters less so. Better filters have less issues with flare snd color cast as well. If you want to do this in the middle of the day you will need a stronger filter. To calculate what filter strength you want get an nd filter calc ap for your phone then plug in the meter settings. It will tell you the shutter speeds for the various strength filter.
