Not sure what you mean. Photoshop is not a vector program.

True, but you can bring a vector image into Photoshop, (though I don't know why you'd want to). Just work in Illustrator.

At my office, we create our own vector graphics in Illustrator.

Well yeah I knew that. And I can think of a lot of reasons why you would do that but I was just trying to find out what he was trying to do to get more of an idea on how to answer him.

Vector images surely need to be turned into raster (bitmap) images?

Thinking back to my introduction to Photoshop with v5 at Salisbury College, I know we used a vector image in one of the exercises. It was a company logo that we were given the task of "wrapping" around a photo of a brown paper parcel such that the logo was half on one face and half on another. Sadly that was a long time ago and I've long since forgotten what we did to the vector image.

Nope. You can import them as a "shape".

Well I need to make a wallpaper for different companies and I need the logo's my friend is telling me about this one that he uses that all the "good photoshoppers" use I know it sounds ridiculous and I am embarrassed to say but he wont tell me what it is and "I need to find it myself".

If you want company logos in vector format then www.brandsoftheworld.c​om (external link) is the man for the job. You must have permission to use them though but if you're making stuff for those companies then that constitutes permission.
