2d/cartoon photoshop tutorial request

I'm not sure if this is the right forum and I apologize. I came across a wallpaper for an android phone and I really liked the effect of it. I was wondering if you know where I can find a tutorial to create this kind of effect?

there's no any real good way to do it other than to draw it manually on top of the original pic.

there are plugins or tutorials out there, the really good ones are done manually.
