I'm not sure what the poster used, but some options:

In my experience best:
- Photoshop (Elements or CS - at least I think elements has that too)
- Microsoft ICE (Image Composite Editor)

Personally not keen on quality of Output:
- Hugin (Open Source tool to create panoramas)
- Canon's Photostitch

Also possible:
In theory Photosynth can obtain a similar effect but wasn't used here.
If you have a Gigapan robot, it will come with its own software.

Potentially Windows Live "Photo-thingy" should have an ICE based panorama tool.
