try opening it in camera raw and using the level tool. Even if its a jpeg you can still open in raw.
Browse using bridge, right click the image and choose open in camera raw. leave that bad boy out and i think you got it. Nice shots.

You don't need much, but you need some if you want to get a bit of separation between the buildings & the dark sky. FrankC - 20D, RAW, Manual everything...
