I have two option to go with
Canon 17-85 or sigma 18-125 which has OS and HSM features.
Now I'm not sure which one is better in every aspect.

If you were me, which one would you prefer and why ?

I have the 17-85 and have been quite happy with it. It's a lens that people love to slam, but it's been good to me. I would imagine that the Sigma 18-125 is probably on par with the 17-85 optically. There are other and better options out there, but between those two, too close to call.

Having played with a 17-85 I didn't actually find it that bad. Certain aspects there not fantastic - colours & distortion, for example - but overall the sharpness was quite good, the IS worked well, and it can be had very cheap.

I can't imagine the Sigma would be any better, but it does have a greater range so if IQ is still quite good then it's probably the one I'd choose. Build quality wise I think the 17-85 feels cheap so I doubt the Sigma loses out in that area.

I liked my 17 - 85. No familiarity with the Sigma.

I have the Sigma and love it.... nice and sharp, relatively fast to focus, and it covers a great range. You should be able to find it used in the $250 range.

I have used the non os sigma 18-125 and it seemed very sharp. Seen reviews that say this too. also keh sells it for more than they used to. So you might look for one of these. They add elements for os so the 18-125 os may be different.
