The various internal China flights I took during my two week trip to China had a 5 kilogram weight limit on carry-on bags. My Lowepro Mini Trekker weighed a bit above that limit; so for the first couple of flights, I carried the one camera with my 17-55mm f/2.8 IS lens around my neck as I boarded the plane. Then when I observed that the airline folks never weighed a backpack, I simply left all the gear in the Mini Trekker.

A jacket with deep pockets. Not fashionable but who cares! Just loose a few of the items in them.

they usually don't except when your checked in baggage is overweight then they will weigh your carry on baggage.

I know that Air New Zealand very carefully measures weight of all carryon bags, even purses! They weighed my wife's purse. My camera bag was too heavy and I had to offload weight into my checked luggage; they let me go with my camera bag with 200 grams over 7.5Kg, but not with any more than that.
Quantas is less rigid about weight, but they are very, very rigid about size...my carryon fit into the size check cage if you lowered it in while angled by just a few degrees to clear the feet of the bag, but they insisted if it would not fit straight down without angling, it would have to be checked.

I did flew on Qantas once to Sydney and they did not even take notice of my bag... it was just a normal backpack where I put my gears and laptop inside back then, around 10kg if I remember correctly. but I guess its better to be safe and stay within the limit.
