Bought a Canon 30D, it came with PS Elements 2.0, my question will it open RAW files? Is there better editing software? On a tight budget here now.

The camera comes with DPP, which will open your RAW files. Elements 2.0 is pretty old, not sure if it will do RAW or not. Try it and see, run its built in update function first :)

I still use Photoshop Elements V2. It does not open RAW files.

I use Canon DPP (or sometimes the freeware RawTherapee (external link)) to do that.

If you find Photoshop Elements not very user-friendly, then try Picas (external link)a. It will allow basic edits to RAW and JPEG files, and could hardly be simpler to use.
