While in the stands, I noticed a guy inside the track (laying prone next to pit lane exit). That guy must have been credentialed, but the process you mention above seems like a bunch of red tape to get through just to snap some photos from a cut out in a fence.(like yours

Nearly all of the infield road course at the Speedway has a fence between spectators and riders. Some portions of the fence have the fabric removed between cables.
Anyone who buys a race ticket can try to sight a camera through the open areas where the fencing has been removed. But that doesn't get you inside the second fence that separates the general admission crowd from the big, heavy wheel fence. For that, you need a credential. With a credential, you can get right up to the wheel fence and aim through the opening, or get close enough to the big fence and minimize its effect.

Otherwise, without a credential, there's no guarantee you won't be stuck in a location where the fence interferes with images. You can be certain that the fence cutouts will have crowds of credentialed photographers in front of them on a busy and crowded race day
