Looks like the left hand side of the building is brighter than the right hand side

The left side is brighter because the sun was setting from that direction. What does CPL mean?

That's a nice shot of the State House. I've always found it difficult to frame the building because of the limited options you have to shoot from. Either you're up against the fence or you're trying to shoot from across the street from the Commons. I might suggest you also look to shoot from the grassy area near the General Hooker statue.

Overall, I like the photo. I'm not sure about the need for HDR. It's not very different from my photos and others I've seen of the same subject - for the reason stated above, it's a bit more difficult to get a creative shot of the building.

I also suggest you return on a day where nice clouds populate the sky. Night time shots are also very nice.

Taking photos with a fancy camera does not make me a photographer.
