hi,started shooting in raw.Am i better opening with Canon's DPP or Elements8?

DPP will get you started, and may suit all of your needs. PSE 8 will allow you more
adjustments.

OSX or Windows?

OSX: Full ACR (accessible from Bridge) is okay.
Windows: "Crippled" ACR: I would prefer the DPP rendering.

Elements normally comes with a limited ["crippled"] version of Adobe Camera Raw compared to the full version of Photoshop.

However, Mac users of PSE8 can access the full version of ACR via Bridge CS4 which comes with the Mac version, whilst Windows users get the Organiser and are not so lucky on this occasion.

If you ar just starting DPP will meet all of your needs.
There is also a great tutorial on the Canon Website that walks you through the program.

Elements has a very useable version of Adobe Camera Raw. I've moved to that in Elements v7 for initial processing of the raw files, then pull them into Elements for adjustments and sharpening.

If I could get better with the functionality provided by even Elements 7, my finished work would look great!

I use both DPP and Elements 7. Most raw conversions are done in DPP and further processing if needed I do in PSE7. Nice effective combo
