One way: expose 4 the sky and balance with main and fill lights; as it looks like they've done here. Am.

yes, looks like the sky is natural

as AM says

just expose your shot for the sky and use lights to light the main subject

Agreed. Appears lights were used to fill, light the subjects and the exposure was for the skit.

the idea is simple

getting the lighting right on the subjects is the trickier bit

of course to get a sky looking like that , you would need a sky like that in the first place.

He/she has the strobe to the left just outside the frame, I personally would have gone for a wider or aimed the beam so it illuminated the grass under the subjects.
Could also do with a strobe Camera right level with the subjects for fill IMO, which may also light more grass as the image overall is a little too dark in my opinion.

Looks like it was shot with a high shutter speed with high speed sync using speedlites (dimming ambient)

ORRRR, they could've burned the hell out of the landscape in PS (observe the brightness of the sky vs. the landscape)

The direction of the light on the couple and grass suggests a fill flash (not full sized) on a stand. The back drop is normal exposure since the flash is the considered the primary light source for exposure.
