The guys who put on the machine gun shoots at places like Knob creek bought a lot of it to make exploding targets before it became unavailable. Actually, any one with the need to use can get AN without a license....it's the AN + other stuff mixtures that require a license to get or manufacture into the finished product (like ANFO).
