I am going to upgrade from a canon xsi to a 7d. I am trying to figure out which kit lens to get with 7d. The 18-135 or the 28-135 from B&H. Which lens is better?

I wouldn't get either of these kits. Get a 15-85 IS, 17-55 f2.8 IS, or a 24-105 L.

Currently have the EF-S 18-55IS (XSI kit lens), EF-S 50-250 IS (XSI Kit lens), 70-200 IS/f4 L, EF 100mm macro NON L, EF-50 f/1.4, EF-S 10-22, EF-100-400 L. I really do not want the kit lens but the body only is is just as expensive as the 28-135 kit is cheaper then the body only. and the 18-135K is less than $100 more. Eventually will upgrade to either the 24-70L or 24-105L. But for now the kit lens will have to due.

lol, that's pretty ridiculous. i just checked B&H and the kit lens options are cheaper than body only. do you actually want either lens, though? you have a good collection of lenses already. you could order the body from amazon for $1500 and save yourself $200 if you're satisfied with your lens setup. are you planning on getting rid of your XSi kit lenses?

That's funny :D!
Take a look at Adorama or amazond. With a lens line up like that and future plans to move to a 24-70 or 24-105, you shouln't buy the kit lens.

Get the body only. Use the $170 towards future lens upgrade.

Thanks. I did not realize other outlets had the body cheaper. Normally B&H is low.

Another vote for body only. You have a decent collection so far so just going with the body will save you the trouble of eventually selling the kit lens.

Wow - nice collection already. Would recommend body only, use the 50mm f/1.4 on it for now. I use that lens alot with my 7D and love the results. In time look at the 24-70 that you liked or the EF-S 17-55. I also have the latter and it's very nice indeed...

Neither kit, just get a body and buy a separate store.

Does anyone know why Canon doesn't offer the 7D + 15-85 kit in the US?

Given the current kit choices in the US (28-135 and 18-135) I'd say: Body only is the best alternative.

Not sure. I will say though, given the current rebate offer, you can basically get whatever combination you want for what it would be sold as if it were a kit.
