There should be a new hand strap available soon, it's in the 60D accessories list. Anyone have any more info?

Looks like it can be attached to the bottom of the camera without a battery grip. You can buy the china versions of this for $10 or so.

looks like those typical hand straps they have on ebay that do not require a grip. screws into the tripod mount

For 1D or 1Ds you can attach the hand strap. But for 7D and 5D2 (without battery grip) you need a RRS or Wimberly plate. I use L plate for 5d2 attached to Markins hand strap.

We are talking about a potentially new strap, it does not look like the E1.

2 of them aren't "structural", ie. I see one that is just the excess strap loop and one that is nothing more than the mount for the neck strap. The others make sense, although I am not sure what that thing in the middle is, looks like a quick adjust/lock tab or something.

There are a couple of these straps, one by Hakuba as I remember, that are sold around the web...B&H, Adorama, etc. Unlike the E2, the Markins, which attach to the tripod plate, these block the tripod attachment point.
