Should Photoshop Elements 8 read my RAW CR2 file. PSE 8 is not recognizing them. What next?

ACR may not yet recognize the S95. In fact it lists the 60D, but not the S95 among the cameras that have had support added. So you'll need to either convert with DPP or tweak the EXIF on your files so ACR thinks you gave it S90 shots.

Has anyone gotten their S95's .CR2 files to work with either LR3 or CS4? I can not get mine to.. nor can I convert to DNG's.

Neither Photoshop or Lightroom supports (yet) Canon S95 RAW.
(see list: http://www.adobe.com …/photoshop/cameraraw.html (external link))
It will take some weeks maybe.
Like Jon said, find a program to tweak the exif (such as ExifTools), and change Canon Model ID to S90.
