Yes you can get some bokeh in macro mode. It actually call this more 'out of focus background' than bokeh. Try getting bokeh in std focus mode. There is little to be had there.

Notice that all of the lights that would normally be in focus, are out of focus and appear as a circle? Bring your G10 in the car at night, zoom in as far as you can and manually set the focus to as near as possible. Notice that street lights will become OOF on your screen and should look like little colorful dots/circles. Also, to answer your question in your title... Physics.
