Nice shot well exposed, i prefer ver 2 since i feel the water reflections complete the image which is missing in V1

Def. #2 if you crop out some of that dead space on the left side of the image.

Maybe merge them?

If I have to chose then definitely number 2 - but can you merge them so that you get both in one?
The bridge in 1 is nice, but the lack or reflections really doesn't work for me.

Looks great! I like #2 the most. Showing the reflections actually makes the cityscape more vast I feel.

Number 2 for me too, even though I agree with DetlevCM about the bridge. I like the way the skyline is higher in the shot & more of the water & reflection is included, rather than just black uninteresting sky. It adds a lot more impact to the shot. One thing I have a habit of with night shots is switching to cloudy white balance, it tends to warm night shots. But I guess it depends on what style of image you like or want to project to the viewer. That's an individual choice that some like and some don't.
