I expect native Windows support will be a patch or OS update before a new OS release with native 3.0 support. I'd expect Linux distros to include native support as soon as coding is finalized, but M$ will go through some buggy and unreliable trials before something solid happens from their end.
ImRaptor brings up some valid points, but in regard to your comments, it will be dependent on the chipset manufacturers making their products available to motherboard manufacturers. It's the Northbridge, Southbridge and other non-CPU support chips which are the peripheral support. If Intel hasn't any plans on making their 3.0-compliant chipsets available until a certain time, it makes perfect sense that third-party makers of peripherals won't be rushing their wares to market until motherboard and OEM system makers will be able to use those peripherals. And since Intel is still the big kid on the block, there's no reason for the third parties to jump the gun.
