Ehh, more like ebay is covering their own butts to avoid CC chargebacks. Back when ebay/paypal was more strict concerning disputes, a CC chargeback would override them EVERY TIME. All they've done is bring their policy more in line with CC chargeback rules. If the buyer isn't satisfied, the seller has to oblige on a return.

As with everything, it's caveat emptor.I know people who won't link a credit card on PayPal and it baffles me. Paypal disputes--even when not escalated--IMMEDIATELY freeze related funds within the account. Now, a seller who does things right will win disputes most of the time. Disputes usually take 20-30 days to resolve. Now, would the seller want to have paypal hold those funds for 30 days without interest when it would take 2 days to transfer that amount from his bank account? I think not.

You need to look at this from the sellers perspective. I understand where the seller is coming from. But you also have to look at the fact that he provided a 3 day refund on the listing. Being an ebay seller myself, I myself feel it is best if you offer a return, that you wait until the return period is past before removing the money.
