The California hands-free cell phone law is a good example. Researchers have determined that taking on a phone wile driving is as dangerous as drunk driving, yet the penalties are a fine of $20.00 for the first offense and $50.00 for each subsequent offense. The law is widely ignored because it has no teeth... John
