Even had the shutter count been low, I wouldn't have been happy with the physical condition. I'd call back and make it clear to the CSR that you're not pleased you received a unit with basically 1/6 its overall life gone. This is not simply a case of an "I'm picky" exchange.

Transcend 400x 16gb CF, on two separate occasions in the last few months they've gone on sale for $30 at multiple retailers (adorama, B&H), and picked a couple up. They also had a rebate going, and it was an extra $7.50 off each.
