How did you get the neon lights to "reflect" off of the car's rear window and show through the passenger window?

In simplest terms I masked through the cars windows to reveal the background and then put a soft light layer filled with black at a low opacity to make the BG darker for the portions that are seen through the glass. For the reflection I copied the BG, inverted it and warped it to match a realistic amount of distortion. I then messed around with blending modes to create something that looked natural.
