Blocking Images.

Hey guys,

hope you all are doing well! :)

I remember that sometime ago I downloaded few images from the web and they were "blocked" in photoshop.. meaning that I couldnt create layers, paint, or do absolutely anything to the image..

any Idea of how this is done?!
