Will doubling up two CPL's do a similar job as an ND8 ? Give or take a stop ?

Doubling of CPLs will lead to other issues depending on the type of CPL and the size. Remember that CPLs work on the basis of two sets of polarized glass which are moved to align them to let more light in, and if not reduce the light that enters. Using two of these sets would mean, you'll have to align all four of them (or otherwise to reduce light) and you could end up with rigmarole that's best avoided. Infact on most situations if you try to polarize polarized glass you'll end up with beehives on your image.

Ofcourse feel free to test it out and let us know :-)
