As others have said, you don't need a 650W PSU. Get something with less power unless you are just getting a killer deal on the 650. Something around 400W is sufficient for your system. Go Caviar black for the HDD.
I am planning to spend 1K even for new PC and Monitor (Dell U2311H IPS type ~$300)
so I asked him to improve a few things (in blue):
Full size case for better air flow
6G or SDRAM instead of 4G
MB that support 6G SDRAM

Look at the Antec 300 case or a CoolerMaster Centurion.
Go to 8GB of RAM for the i5 line of CPUs. For 6GB you would have to buy a 2x2GB kit and a 2x1GB kit. That will cost similar to an 8GB kit.
For mobo, check out ASUS or Gigabyte.
