I am wondering if it is me or something I am missing in LR to make these images more crisp. Please take a look at these and tell me what you see. Feel free to make corrections yourself if you like. Thanks in advance!

Looks to me like the focus missed. The T on the shirt looks like the focal point in both shots.

No amount of PP will correct these - LeadB is right - it is a focusing problem.
You might try using different setting on the camera to get better DOF... f4 @ISO 800 and 400 for exterior shots ?

What would you suggest as better settings?

Not better settings, it's not the camera. Always focus on the eyes. Use enough DOF to make sure that both are sharp.

Anything smaller than f4 :) (remember a larger number is smaller aperture and greater DOF). Try ISO 200 - 400 @f8 and hope your speed is OK 1/1000 sec is overkill....there are too many variables.

Note that I am saying this to increase the chance of better focus on the eyes as it is sometimes difficult to focus on 1. a child's eyes 2. they are on a swing (moving?)

The first can be rescued just by selecting the eyes only and selectively sharpening. However, the second may be just a little too soft for this to work.
