Rebel 300D Drastically Underexposes Shots

When in M mode, does the exposure meter seem to be behaving correctly, or is it showing massive over-exposure when settings are correct?

And probably the same with the lenscap on!
I think the exposure meter circuitry is suffering from what is known technically as "a hard on". ;)

What I don't get though is if that is the case, why the shutter speed went to 1/2000, and not 1/4000, the fastest available on the 300D.
