what do you recommend? I want to keep my DOF during bright days outdoors, and sometimes keep both the sky subject in exposure.

ND filters and a graduated ND are certainly very, very useful!!

Two different things - to keep DOF shallow on bright days I use some combination of ND4+ND8+CPL (usually two is enough depending on what aperture I'm shooting at). To keep both sky+subject properly exposed you'll need an ND grad, but in my experience these are tougher to use effectively for moving images than still images.

I'm not shooting video professionally (just family/personal projects) so I went with cheap Sunpak ND4+8+CPL filters. Other people will say you need to spend more for good filters... Finally the VariFade variable ND filters are popular for what you want to do in terms of DOF as well.
