I have a photo from the inside of a stationary train that I'm trying to select the windows and add motion blur.

The problem I'm having, is that although it just adds motion blur inside of the selection, it's pulling bits of the photo from outside the selection. So what I'm seeing on screen is that the person's coat and the framing of the window is showing in the motion blur selection even though it's definitely outside of the selection.

This still occurs even when the selection is created as a new layer via cut and paste.

Does anyone have suggestions on how to use the motion blur tool to cause blur from just the bit of the photo that's inclosed in the selection?

Well, offhand is sounds like your selection has a broad "soft" edge that by nature overlays its surroundings. Try a selection with a hard edge so when you get it on a layer it will be "cleaner". And, you want to apply a mask so you can wipe out any "goofiness".

I'm using the pen tool and creating a selection with 0 feathering. That didn't work. I even tried refining the edge by bringing it in and that didn't work either. Is there something else I can try?

This sometimes happens at the higher amounts of blur, regardless of which type of blur is used, settings. The key is being subtle.

The trick is to make the area to be blured bigger before your blur, so the blur tool has something to grab around the edges other than the original content.

Select the window and save that selection, cut and paste it on a new layer. Verify the window content is there and everything else is transparent.

Then make it bigger. You can use the free transform tool and simply "stretch" it out a bit in the direction of the intended motion blur. The distortion of the transform is not a problem since you are about to blur it. Or simply clone brush the interior into the transparent edges. Or select a blank area around the edges and use the content aware fill to add some content around the edges.

The do the motion blur. Then add the original mask to the layer. That should do it. May have to experiment with how much content to add to the edges to get the result you want. 10% to 20% should be enough.

Did a quick experiment with CS5 on this end - copied the selection to a new layer, and turned all layers off (to see if there was any bleed). There was alpha blur, which I was able to correct (somewhat) by stretching the blurred layer (prior to blurring).

Try punching the windows out, blurring the selection on a separate layer, and putting that layer below the punched out layer.

Here's a quick little experiment I did with a restaurant window - no bleed at the window frames.

eta: Redcrown beat me to it, but same idea.

I'd add motion blur to a seperate (very rough) layered selection of the window and then simply erase away the bits you want to keep sharp. Quick mask can help here as any mistake can be easily corrected.
