Yes it's either of these two.

I suspect it's a Willow Warbler because it seems a little more yellow and the eye stripe seems a little more pronounced.

Only two ways to be sure is listen to the call it makes or check it's feathers on its wing.

However checking feathers means you have to catch the bird which is a big NO NO unless you are licenced to do so.

Its a Willow Warbler. The way to tell them from Chiffers is the WW has a longer primary projection.
Nearly as long as the tertial length whereas chiffers have short stubby projections.
When did you take this? All the Willow Warblers should be gone by now. If it was recent he better hurry up and go before its too late!
