How do I remove or tone down the shine on the forehead?

That does not appear to be the original photo. It looks like someone was using Curves to modify it. If it actually is the original then one of your RGB channels is blown.

It was shot with my iPhone.
Tried to adjust it in Lightroom, but cant get it right.

not really much to work with but in PS I used the patch tool and replaced the blown area. I did a slight WB adjustment in ACR first and some desat.

.Use the Clone Stamp tool with a soft edge brush and opacity set to about 30. Set the blend mode to darken. Sample a section of normal skin, then "pat" on your anti shine powder with the clone tool on the shiny areas.

What I do in photoshop is select a skin color. Make a new layer and paint with that color then use darken color or linear burn and adjust the opacity of the layer until it blends. I sometimes blur or use the healing brush or do other things to make it match ( it really depends )

In this case I just painted and made the layer darken color at about 30%
