Why the overlap? A replacement for the 15-85 already? From PhotoRumors: (external link)

A patent doesn't mean that there'll be a product. I would also wonder why they'd look at replacing the 15-85, since it appears to be a very good lens.

They seem to like having a number of lenses in the "normal zoom" range with EF-S, just as they did with film. Remember all the 35-80, 28-80, and 28-105 lenses they had? Maybe this is just another 15-xx lens that they'll have available in a couple of years.

That does make sense Tom and if this lens were to be built and was optically equivalent to the 15-85 I would more than likely trade up just for the extra FL.

Canon had a 24-85mm and 28-105mm. Both had the same apertures (F3.5-4.5) but the 24-85mm was sharper and slightly wider, but the 28-105mm has just a slightly longer focal length. They both had USM with full time manual, and the same build.

My guess is that it would be a cheaper quality lens in the $400 MSRP range. They usually don't improve lenses by making them longer, so I don't think it could be a 15-85 upgrade. This 15-105 would be 7x zoom with the same range as the 18-135, so I would expect it to be a basic lens.
