Simple Resizing and File Size Inquiry

When resizing a photo to a very small size, such as avatar size(e.g. 80x80 pixels), how would you go about saving it under a certain file size such as this forum's required 8kb maximum. Even when I resize my picture to 80x72 and the lowest quality (zero) right before the final save, it is still too large. How can I change the size of the file without completly destroying the detail in the picture. I have seen many avatars on here that are under 8kb, yet still retain most of their detail.

One thing to note: do not save capture data (exif/iptc/xmp) with image, else filesize will never go under 20KB or so. In photoshop "Save for web.." saves without that data and you can see resulting file size "live".

I appreciate it. I suppose I should have run a search on this topic beforehand. It just never crossed my mind as I was in a hurry. I'm glad this forum is so mature, because on many forums, people simply reply with, "use the search feature, that's what it's for!"
