There were hundred of duck, a few geese and hundreds of these swiming just downstream of the dam/locks. I'm not a waterfowl hunter so I do not know much beyond what a Mallard is. Any help would be appreciated.

Do you think there is any chance that it is a Tufted Duck? It would be rare, but the coloring is right for an adult male. Good shot. I see a hint of tuft in second photograph.
