I don't think anyone has thought of this yet.

There are many new services popping up such as giftcards.com, cardpool.com, plasticjungle.com, giftcardrescue.com and cardwoo.com which offer discounted gift cards. All the different cards listed in each of the sites have different discount rates. Some sites have a better selection for some retailers then others so it's best to shop around to find the best deal on the card you want or need. This is also a great way to give gifts being able to give a little more or net some worthwhile savings on gifts.

Giftcards.com also has a unique feature that lets you use gift cards to pay your bills. http://www.giftcards.com/merchant/bill_pay.html (external link)

I tried the bill pay with Best Buy out of curiosity and they wanted a 5% fee for $100 face value. I was then able to find a $75 and a $500 gift card at 6% off from giftcardrescue which would net 1% savings. There were also lots of card available at plasticjungle and cardpool but only with a 4% discount which would cost 1% and not save anything. Then again if you have an old gift card collecting dust it might be worth using to pay bills rather then selling for around 90% of face value.
