EW-63II vs. EW-63B

I purchased a Canon lens hood for my 28mm f/1.8 USM and when it arrived, I put it on the lens, only to notice that it didn't sit perfectly level, as if it should rotate more. My question is, what is the difference between these two hoods?

As far as I know, Canon claims the EW-63 II is the one for the 28 f/1.8 while both work on either 28-105.

I saw that thread and that's what got me wondering about it. I purchased an aftermarket hood from B&H, and it didn't fit well. First, it was very snug, and it scared me to tighten it on. Second, once I did tighten it all the way, it felt like it should have kept rotating. The similar pedals on the hood weren't perfectly horizontal nor vertical. I'm most likely going to end up with a true Canon hood, but I was curious if anyone else had had any issues with this before, because one of the reviews I read online confirmed both of my complaints.
